I need to write a program for a HP iPaq pocket pc, What program, and language should i use? - pc language

I think the correct iPaq with a version of Windows CE, (ask me if I'm wrong) you want to know what version is it?

In this program, I must do the following:

I need to connect to the database. What could I use for this?
I will be able to synchronize with a Windows PC. Are there special proticol it? What would be the easiest way to write an application in the PC-compatible?
